        In this video, Federico Spano, FAO Social Protection and Resilience Officer, Gala Dahlet, FAO Social Policy Officer, and Claudia Patrone FAO Social Protection and Resilience Consultant, provide an overview of the contributions of social protection to inclusive climate risk management. This can happen through three complementary ways: (i) by reducing poverty and vulnerability, and increasing coping capacity ahead of shocks; (ii) by serving as a steppingstone to more productive, climate-resilient livelihoods; and (iii) by supporting disaster preparedness, anticipation, response, and recovery.

          • Social protection for responsive and resilient agri-food systems

            Omar Benammour, FAO Social protection officer, and Garima Bhalla, FAO economist and social protection specialist, walk us through a brief introduction of the importance of social protection to transform agri-food systems in the context of COVID-19, growing poverty, hunger and inequalities, and climate change. In this video, FAO experts present the concept of agri-food systems and give an overview of the existing literature and knowledge gaps related to the interactions between social protection and agri-food systems.                           • An introduction: FAO’s social protection response to COVID-19

                            This video explores FAO’s social protection response to COVID-19 with a special focus on reducing poverty in rural areas. Economist and special protection specialist, Garima Bhalla, walks us through the effects of COVID-19 on the rural poor and illustrates how social protection holds the key to providing immediate relief and to building rural areas “back up” and “better” than they were prior to the pandemic, notably through four social protection functions that strive to protect, prevent, promote and transform rural areas.                               • COVID-19: social protection case studies from the Philippines

                                This video explores the consequences of COVID-19 on the rural poor in the Philippines and the role of FAO in this context through two case studies: a government-led poverty alleviation programme called the “Special Area for Agricultural Development (SAAD)” and a Cash Transfer Programme that aims to support the informal sector and poor populations whose incomes were affected temporarily and permanently as a result of COVID-19. FAO social protection specialist, Zella Quilla, provides in this video an overview of each programme including some insights about the support FAO provided – mainly done through innovation and technology – and about the challenges faced by the government to alleviate the burden of rural communities during the pandemic.

                                  FAO Senior Social Protection Officer, Alejandro Grinspun, delivers a presentation on the role of public employment programmes under the social protection umbrella, specifically as they relate to COVID-19 pandemic. Grinspun kicks off this video with a brief historical review of public works programmes implemented in the past as a response to financial and health crises and explains how, when programmes are adapted to more effectively assist households in the wake of a pandemic or crisis, the easier it is to transition into the recovery phase. The latter part of this video is an interview between Grinspun and Rajeev Alal, Director of Natural Resource Management and Agroecology at the India chapter of the German Development Agency (GIZ), where a discussion focuses on the Mahatma Gandhi National Employment Guarantee Scheme and how the public works programme was tweaked to support households during COVID-19.

                                  • Social Protection response in Peru: Bono Rural Programme

                                    In this video, FAO Social Protection specialist, Arniela Renique, presents a case study on the social protection response to COVID-19 in Peru and provides details on the social protection measures introduced as soon as one week after the crisis was declared. Renique discusses the cash transfer programme in detail and illustrates clearly which were the challenges faced by the rural poor and by the government in the implementation phase of the programme. The video ends with information pertaining to progress made since implementing the Bono Familiar Universal throughout the country and the major lessons learned so far.

                                      • Week 1: Social Protection Promises for Sustainable Development – Why Social Protection?

                                        FAO, in partnership with the Economic Policy Research Institute (EPRI), presents the first of seven tailored e-learning sessions on Designing and Implementing Adaptive Social Protection Systems. The session starts with the welcome messages by Assistant Secretary Joyce Niwane of the Department of Social Welfare and Development of the Philippines (DSWD), and by FAO Representative in the Philippines, Ms. Kati Tanninen. Then, Ms. Sylvia Alegre of the Policy, Development and Planning Bureau of DSWD goes on to illustrate the social protection operational framework of the Philippines. She is followed by Mr. Federico Spano, Social Protection and Resilience Officer at FAO, who presents the efforts that FAO is conducting in the area of adaptive social protection and resilience building globally and in the Philippines. Finally, Dr. Michael Samson, Research Director at EPRI, reflects on the importance of social protection for sustainable development.

                                        • Week 2: Shock-Responsive and Adaptive Social Protection - What COVID-19 Has Taught Us?

                                          FAO, in partnership with the Economic Policy Research Institute (EPRI), presents the second session of the tailored e-learning course on Designing and Implementing Adaptive Social Protection Systems. The session focuses on shock-responsive and adaptive social protection systems and is conducted by Ms. Katharina Bollig and Dr. Michael Samson, respectively Social Policy Advisor and Research Director at EPRI. First, Katharina Bollig introduces the concepts of shock-responsive and adaptive social protection, outlines how systems can become more shock-responsive and how emergencies can be capitalized on to strengthen social protection systems. Then, Michael Samson goes on to analyse what has been learnt from the Covid-19 crisis in terms of using social protection systems to respond to complex crises.

                                          • Week 3: Integrated Information Systems: Achieving Inclusive Social Protection

                                            FAO, in partnership with the Economic Policy Research Institute (EPRI), presents the third session of the tailored e-learning course on Designing and Implementing Adaptive Social Protection Systems. This session starts with Ms. Ruth Georget, Social Protection Specialist at FAO Philippines, presenting the Roadmap to Establishing Shock-responsive Social Protection Systems in the Philippines. Then the session focuses on integrated information systems for achieving inclusive social protection with inputs and presentations by Ms. Cristina Cerlinca, Social Policy Advisor at EPRI, Ms. Valentina Barca, Independent Consultant on Social Protection Delivery Systems, and Dr. Ramon J. Albert, Senior Research Fellow at the Philippines Institute for Development Studies. The speakers present several case studies, including social protection systems leveraged in covid-19 responses in several countries and shock-responsive social protection in the Bangsamoro Autonomous Region of Muslim Mindanao.

                                            • Week 4: Monitoring and Evaluation of Social Protection Measures

                                              FAO, in partnership with the Economic Policy Research Institute (EPRI), presents the fourth session of the tailored e-learning course on Designing and Implementing Adaptive Social Protection Systems. This session discusses monitoring and evaluation for social protection systems with the contributions of Ms. Namrata Chindarkar, Associate Professor at the Indian Institute of Management, Ahmedabad, Mr. Silvio Daidone, Econometrician at FAO, and Dr. Michael Samson, Director of Research at EPRI. The speakers, first, outline the vital role played by evaluation in the design of social protection systems and then focus on how monitoring can support good evidence building with examples from India and Sub-Saharan Africa.

                                              • Week 5: Financing of Social Protection

                                                FAO, in partnership with the Economic Policy Research Institute (EPRI), presents the fifth session of the tailored e-learning course on Designing and Implementing Adaptive Social Protection Systems. This session is led by Dr. Michael Samson, Director of Research at EPRI, and focuses on financing social protection. It reflects, first, on how much social protection costs through dynamic costing models, then on how can social protection interventions be funded. Finally, it looks at where new sources of financing for social protection are as well as how social protection can be expanded and sustained over time.

                                                • Week 6: Coordinating Shock-Responsive Social Protection Systems

                                                  FAO, in partnership with the Economic Policy Research Institute (EPRI), presents the sixth session of the tailored e-learning course on Designing and Implementing Adaptive Social Protection Systems. This session focuses on coordinating shock-responsive social protection systems to support the humanitarian-development nexus. Prof. Rachel Sabates-Wheeler, Development Economist at the Institute of Development Studies, provides an overview of shock-responsive social protection, outlines the reasons for integrating social protection and humanitarian response, and highlights some challenges in linking these two sectors and in pursuing multi-stakeholder coordination. Then, Ms. Hangh Thi Thanh Pham, Regional Senior Resilience Officer at FAO, shared some of the work that FAO has been conducting with ASEAN partners in the effort to address the Humanitarian-Development-Peace (HDP) nexus.

                                                  • Week 7: Climate Risk Adaptation

                                                    FAO, in partnership with the Economic Policy Research Institute (EPRI), presents the seventh and last session of the tailored e-learning course on Designing and Implementing Adaptive Social Protection Systems. This session focuses on managing climate risk management through social protection. Mr Arghya Sinha Roy, Senior Climate Change Specialist at the Asian Development Bank, outlines why social protection is important in a world with a changing climate, what is needed to ensure social protection truly builds resilience of most vulnerable households and how these concepts can be operationalized with examples from several countries. Then, Mr. Damien Riquet, Anticipatory Action Specialist at FAO, focused on FAO’s efforts to link anticipatory action (also called forecast-based financing or early warning early action) to the social protection system in the Philippines, with specific examples from the island of Mindanao.
