This handbook provides a comprehensive and systematic overview of the role that members of parliament and parliamentary advisors can play in the creation of reliable, coherent, and transparent “enabling environments” in the range of areas related to investment in agriculture and food systems. It offers two different paths: a short version with “must know” information, specifically targeting parliamentarians, and a long version with more detailed information, conceived for advisors.
This handbook is directed to parliamentarians and parliamentary advisors, who play a key role in creating an enabling environment for responsible investment in agriculture and food systems. The word “parliamentarians” in this manual refers to members of a parliament, democratically elected and representatives of the citizens and / or voters. Parliamentarians can have different names according to the structure of the State of each country, for example, deputies or senators. The figure of “advisors” includes all those people who support the legislative work of parliamentarians. These can be categorised as direct advisors, within the same work team or cabinet; or indirect, such as those belonging to a thematic commission, Parliamentary Front, Parliamentary Library or another entity with similar characteristics.
- Key stages of processes and mechanisms for members of parliament and advisors to consider while promoting responsible investment in agriculture and food systems (RAI);
- The Principles for Responsible Investment in Agriculture and Food Systems (CFS-RAI Principles);
- Concrete actions that parliamentarians can implement to promote, improve and increase responsible investments in agriculture and food systems in their countries;
- Advocacy and communication tips for parliamentarians and advisors to create effective partnerships with other stakeholders, such as other parliamentarians, the private sector, the civil society and academia;
- Actions that parliamentarians can undertake to establish the right conditions to increase the quantity and quality of agricultural investments;
- Examples of laws and short case studies that are relevant for responsible investment in agriculture and food systems from various countries.
The handbook targets members of parliaments and parliamentary advisors. Depending on the role, two personalized paths are offered: a shorter version, with "must know" information, and a more extended version, with more detailed information.
The handbook consists of three parts, ranging from approximately 15 to 30 minutes duration each, which include guidance notes, and other practical indications:

- Part 3- Advocacy and communications: tips for parliamentarians
The handbook also includes three annexes:
- Annex 1- Parliamentary action checklist
- Annex 2- Examples of legislation that promotes responsible investments in agriculture and food systems at national level
- Annex 3- Short case studies of good practices of responsible investments in agriculture and food systems
