Policy- and law-making is the primary responsibility of governments at various levels. The target audience for this course therefore includes high-level representatives and technical staff of governmental institutions at the central and local levels, and parliamentarians. Government authorities involved in agricultural investment-related policies may include ministries of agriculture, land, environment, labour, finance and gender.

Although the responsibility for policy-making processes lies mainly with governments, non-state actors such as civil society organizations (CSOs), grassroots organizations, traditional authorities and private sector entities can be particularly influential at various levels. Donors and global and regional market actors play an increasingly significant role and can act as powerful allies to push forward policy reforms aimed at closing the gender gap in agricultural investment. Therefore, all the above-mentioned stakeholders can benefit from this course.

  • The importance and the characteristics of a gender-responsive legal and policy framework for agricultural investment and supply chains.
  • The main phases of the building process of such a legal and policy framework and the main crucial interventions that should support the process.
  • The main stakeholders who should engage as gender supporters in the building process.
