National plant protection organizations (NPPOs) are responsible for carrying out specific functions established by the International Plant Protection Convention (IPPC) at the national level. By fulfilling these responsibilities, NPPOs contribute to the overarching goals of the IPPC: preventing the introduction and spread of plant pests and facilitating safe trade.

This tool is designed to assist plant protection professionals by outlining the knowledge, skills and competencies necessary for their roles within a NPPO and offering access to various learning resources to help them develop these essential capabilities.

The tool is designed to help individuals working for, or aspiring to work for, an NPPO, understand their potential roles within the organization and access learning resources to excel in their positions and advance their careers.

The tool can also be used to train phytosanitary capacity evaluation (PCE) facilitators to provide an overview of general NPPO functions.

  • What are the professional roles involved in an NPPO.
  • What are their main job activities, relationships and qualifications.
  • What are their required knowledge, skills and competencies.
  • What learning resources are relevant to each role.

The tool begins by offering an overview of NPPO professional roles, categorized into three main areas: programmes, operations, and science. For each role, it presents a brief description, outlines key activities, highlights internal and external relationships, specifies required qualifications, and details the knowledge and skills essential for the role. Finally, it provides a set of resources to support the development of these competencies.
