Topic outline
This e-learning course is part of a series created in collaboration with the International Plant Protection Convention (IPPC). The course explores the reasons for national plant protection organizations (NPPOs) to exist, the principles by which they conduct their responsibilities and how they connect to international activities. In addition to exploring the institutional arrangements of an NPPO, it covers ways that an NPPO can be operated as effectively and sustainably as possible. This course is part of the IPPC Plant Health Campus. The Campus offers a variety of e-learning courses, guides and technical resources on key phytosanitary systems, with the overall goal of strengthening national phytosanitary capacity.






The main audiences of this course are NPPO managers and staff, and stakeholders, including producers, exporters and importers, and phytosanitary capacity evaluation (PCE) facilitators, who guide NPPOs in assessing their country’s phytosanitary capabilities.

- NPPO collaboration with stakeholders and institutions.
- National phytosanitary legislation and policies.
- Effective and sustainable operations through strategic planning, capacity development, collaboration, communication, research and monitoring & evaluation.
The course consists of 3 lessons, each approximately 30 minutes duration:
- Lesson 1 – What is an NPPO?
- Lesson 2 – NPPO institutional arrangements
- Lesson 3 – Effectively and sustainably operating an NPPO
