This e-learning course aims to provide guidance on how national plant protection organizations (NPPOs) can establish and maintain stakeholder relationships in the context of plant protection. It also discusses why it is important for NPPOs to engage effectively with stakeholders and what are the mutual benefits of establishing inclusive and sustainable partnerships.
It explores the need to cooperate, collaborate and coordinate with stakeholders and other government and public sectors to efficiently and effectively achieve a common goal. It provides practical strategies to build effective partnerships that strengthen phytosanitary policy and protect plant health.

This course targets national stakeholders, heads of NPPOs and NPPO staff directly involved in managing stakeholder relationships, and those responsible for carrying out the functions of the NPPO.
- Who stakeholders are in the context of plant health.
- Key areas for stakeholder engagement, such as policies and legislation, pest risk communication, phytosanitary operations, and market access.
- Mutual benefits of collaboration for NPPOs and stakeholders on meeting NPPO’s mandate and carrying out its functions as specified in the International Plant Protection Convention (IPPC).
- Effective procedures to build and manage stakeholder relationships effectively
This course consists of two lessons of approximately 50-60 minutes duration each:
- Lesson 1 - Why are relationships with stakeholders important?
- Lesson 2 - How to manage relationships with stakeholders?
