Topic outline
This course supports the implementation of International Standard for Phytosanitary Measures (ISPM) 15 (Regulation of Wood Packaging in International Trade) by providing clear, practical guidance for national plant protection organizations (NPPOs), treatment providers, and wood packaging manufacturers.
This course is part of the IPPC Plant Health Campus. The Campus offers a variety of e-learning courses, guides and technical resources on key phytosanitary systems, with the overall goal of strengthening national phytosanitary capacity.








This course is designed for anyone with an interest in the subject, yet is particularly relevant for:
- Heads and staff members of NPPOs
- NPPO staff
- Manufacturers of wood packaging material (WPM)
- WPM treatment providers
- Exporters and importers
- Other NPPO stakeholders and partners
- How global trade expansion has increased the risk of plant pest introduction, particularly through wood packaging materials.
- The purpose of the ISPM 15 mark and its role in international trade.
- Essential aspects of developing a national ISPM 15 authorization programme.
- The risk-based inspection process that NPPOs adopt, emphasizing how various considerations for import inspections shape decision-making.
The course consists of four lessons of approximately 30–45 minutes duration each:
- Lesson 1 – Introductory and regulatory framework
- Lesson 2 – Provisions in ISPM 15
- Lesson 3 – Implementing ISPM 15 to support exports
- Lesson 4 – Verifying imported WPM
